Flu Clinics Starts October 2nd


To help protect adults living in Greater Portland during the upcoming influenza season, starting today, the City of Portland, HHSD’s Public Health Division will offer a series of nine influenza (flu) walk-in clinics throughout Portland. The seasonal flu vaccine will be available for $10.00, or at no cost for individuals with a Medicare Part B card.00 . Private insurance that covers flu vaccination including MaineCare will be accepted. Pneumococcal pneumonia vaccine will also be available for $45.00 or free for people with Medicare. The clinics are open to adults, eighteen and older.

The Maine Centers for Disease Control is recommending vaccination against influenza for all Mainers age six months and older. An annual flu vaccine is the best way to reduce the chances of getting the flu and lessens the probability of spreading it to others. This year’s vaccine provides protection against H1N1 influenza and two other influenza viruses. The Portland’s Public Health Division is committed to making this service easily accessible and affordable and will be offering clinics in several convenient Portland locations. The city has an ample supply of flu vaccine and people are encouraged to get vaccinated before mid-December when the flu traditionally starts to spread in Maine.

As many as 36,000 adults in the U.S. die from seasonal influenza and its complications every year. Vaccination against both flu and bacterial pneumonia (pneumococcal vaccine) are essential to protect the health of young babies, seniors and those with chronic health conditions. Vaccinations reduce health care costs by limiting expensive therapies and unnecessary hospitalizations and decrease the spread of disease in the home, workplace, and community.

Although immunization is recommended for everyone, groups at especially high risk of seasonal influenza and its complications include:

§ People People over age 50;

§ People with chronic medical conditions such as diabetes, asthma, heart disease, or immune system problems;

§ Pregnant women;

§ People in long- term care or institutional settings;

§ Health care workers;

§ Caregivers and household contacts of those at high risk; and

§ Young children aged 6 months and up.

Fire Museum Open House October 8

This fall, the City of Portland’s Fire Department, IAFF Local 740 and the Portland Veteran Firemen’s Association will host the Ninth Annual Open House at the Portland Fire Museum. Visitors will have the opportunity to view historic films including footage of the 1912 Portland fire, tour a steam engine on loan from the Manchester New Hampshire Fire Department, explore the 1938 McCann Fire Engine, and hand-drawn engines from the Great Portland Fire of 1866. Michael Daicy and Don Whitney will be on-hand to sign copies of their book, Portland’s Greatest Conflagration, The 1866 Fire Disaster. Both floors of the Portland Fire Museum with more than ten rooms of displays will be open to the public with docents available to answer questions.

Providing a glimpse into the past, the Open House will feature a new display featuring the awards earned by members of the Veterans Association including silver trophy trumpets, tea sets and medals .

The Portland Fire Museum was built in 1837 by the City of Portland to serve as a fire house with a girls school located on the second floor and a political meeting space for the West End. The Portland Fire Museum is listed as a National Historic Building, Greater Portland Landmarks and has been called the city's hidden gem of a museum.

The open house is a family-friendly event. Children will enjoy the chance to see live fire horses in the original stalls, and visitors who wish to bring the fire horses a treat should consider carrots or apples. Free fire helmets will be available for children along with free Fire Prevention material for visitors to take home. A suggested donation for attendance is $5 for adults and $3 for children. Spring Street will be closed to traffic between Park St & State St to allow for parking of Portland fire apparatus for display and for live music.

The City of Portland receives approximately $1.9 million annually of federal funding from the Department of Housing and Urban Development in the Community Development Block Grant (CDBG) for urban planning, development and social service needs in Portland Districts 1, 2 and 3. "Art at Work" Opening in Portland

Necessary Works Opens Thursday
Thursday, the City of Portland and Art at Work will sponsor a reception for the opening of Necessary Work, an exhibit showcasing some of the art, stories, photographs, and poems created during Portland’s last four years with Art At Work. Specific projects represented by the artwork include Forest City Times, Lines Portland, Public Works, Ties That Bind, Thin Blue Lines, and City Writers Group. The opening reception will feature a welcome from City Manager Mark Rees, followed by members of the Portland Police Department reading poems and performing excerpts from the original performance Radio Calls as well as a few stories from Public Service’s Construction Crew and the City Writers Group.

The event is free and open to the public. Light refreshments will be served. The exhibit will continue through March, with more work being added from two new citywide projects – Portland Works and Meeting Place.

Since 2007, Art At Work has worked in partnership with the City of Portland to develop strategic art projects that address issues and challenges the city face by engaging city workers and the public. From poetry readings to photography exhibits to plays, Art At Work has improved morale among the city’s workforce and increased public awareness and appreciation of their local government. City workers’ posters, photographs, prints and poems hang in galleries, city parking garages, lunchrooms, recycling centers, libraries and the Portland Police Station.

Portland Maine Remembers September 11th

Portland Remembers September 11th


September 11th, the City of Portland Fire and Police Departments, IAFF Local 740, and city officials will march along Congress Street to the 9/11 Memorial at the Easter Promenade in honor of the tenth anniversary of the attacks. Local firefighters, paramedics and law enforcement officers will march in full turn-out gear and uniforms as a tribute to the 403 uniformed men and women who lost their lives when the towers fell in New York City. Members of the public are invited to march as well and are asked to wear white shirts as a sign of solidarity with the fallen heroes. Marchers will have the opportunity to carry the name of one of the 403 lost. At the end of the march, the city will lay three wreaths for the three locations attacked at the 9/11 memorial.

Public Meeting to Comment of Bayside Trail Seating Proposals

In September, the Portland Public Arts Committee (PPAC) will host a hearing to solicit public comment about the proposed artist-designed seating along the new Bayside Trail. The proposals are available on the City’s web site at http://www.portlandmaine.gov/planning/baysidetrailartproject.asp.

The process included a request for qualifications (RFQ) resulting in over 100 artist submissions from which three artists, SkyeDesign in Washington DC, Aaron Stephan of Portland, and Gary Haven Smith from Northwood, New Hampshire, were invited to develop a concept and cost estimate with a $1,000 stipend.

Three sites were identified for the Bayside Trail Seating Project:

1. Plaza at Elm Street near Trader Joe’s;

2. Paved circle near Franklin Street to the rear of the Planet Dog building; and

3. The Trail Junction at the connector for the Bayside Trail, Eastern Prom Trail, and Loring Trail. (A fourth site, the paved circle along the trail near the end of Marginal Way at Plowman Street, was identified as a potential location for the Stephan proposal)

The artists were allowed to choose any of these sites, or a combination, and were not limited to a specific budget, although guidance was provided that the PPAC is hoping to construct three seating elements within the available budget. The three artists’ concepts were received on Friday, August 5.

The Department of Public Services Solid Waste crews will not collect trash or recycling on Labor Day, September 5th. Residents who normally receive collection services on Monday will have their trash and recycling collected the Saturday before, September 3rd. Residents of Peaks Island, Great Diamond Island, Little Diamond Island and Cliff Island will have their recycling and trash collection the following day, Tuesday, September 6th. All items should be out by 6:30 AM to ensure collection. If residents have further questions about their trash/recycling collection, they can contact the Recycling Hotline at 756-8189.

The Riverside Recycling Facility will be closed on Labor Day as well, and will resume normal business hours on Tuesday, September 6th, 7:00 AM to 4:00 PM.

A Totally RAD Night with the Time Pilots


The public is invited to enjoy A Totally RAD Night with the Time Pilots, a fundraiser for the Amy St. Laurent Fund. The fund underwrites the Portland Police Department’s Rape Aggression Defense (R.A.D.) Training class. R.A.D., which is offered several times during the year, is designed to help women survive situations in which their lives are in jeopardy. A Totally RAD Night will be a fun evening of dancing and music from the Time Pilots, sponsored by Live Maine and preceded by a silent auction. Tickets are $25. You must be twenty-one to attend the show. Refreshments will be provided along with fun 80’s themed items.

" I'm goin' to Jackson. See if I care ." - Johnny Cash. Last week, Fed Chair Ben Bernanke headed to Jackson Hole, Wyoming…and the markets certainly cared! The big news of the week was Bernanke's speech at the Federal Reserve Bank of Kansas City Economic Symposium at Jackson Hole. Here's what happened - and, more importantly, what it means to Bonds and home loan rates.



Bernanke Remains Optimistic. Bernanke focused on the near-term and long-term economic situation, but his message was optimistic, stating that regardless of "the crisis and the recession, the U.S. economy remains the largest in the world." He stated that the Fed expects "a moderate recovery" to continue and even strengthen as the country goes forward.

Easy on the talk of "Easing." Despite the market's concerns over the slowing economic recovery, Bernanke didn't discuss any details about the measures that the Fed may use to help get the recovery back on track - which means there was no mention of a third round of Quantitative Easing (QE3). Instead, he stated that the Fed would continue to consider such options at its upcoming September meeting. He did, however, re-iterate that "The Fed has a range of tools that could be used to provide additional monetary stimulus." Additionally, he ended his speech by saying: "The Federal Reserve will certainly do all that it can to help restore high rates of growth and employment in a context of price stability."



Right back where we started. It's interesting to note that last year when Bernanke spoke at Jackson Hole he talked about the likelihood of QE2. That speech sent both the Bond and Stock markets into a rally mode. Amazingly, the Stock market is very close to levels seen last August, which means that Stocks have given up virtually all of the gains seen from the enormous rally sparked by QE2.



Anticipation and disappointment. Stocks traded higher early last week in anticipation of Fed Chairman Ben Bernanke's big speech on Friday at Jackson Hole, Wyoming. With the economy slumping and Stock prices falling in recent weeks, there was a growing feeling that the Fed is willing do something that would signal to the markets that they are willing to help more if needed.



After Bernanke's speech - and his reluctance to discuss QE3 - Stocks dropped slightly, signaling investor's disappointment in having to wait longer to see what steps the Fed may take. By late Friday, however, volatility reared its head again, as Stocks attempted to rally and Bonds gave up some of their gains.

 
With the Fed pushing off any meaningful discussion of its policies and options until the September meeting, this story is sure to continue impacting the markets. Until we hear exactly what the Fed will do, the markets will be forced to speculate and anticipate…which could mean more volatility. For now, the situation looks beneficial for people looking to purchase a home or refinance, as home loan rates remain near historic lows. But things can change quickly, so now is the time to take a look at the options available.
