Portland Chamber of Commerce updates

Portland: Controversy is brewing as the Portland Planning Board finds itself at odds with the City Attorney over plans to expand a runway at the JetPort. The Portland Chamber has expressed its support for the JetPort expansion, and hopes that the City can get itself on the same page. Elsewhere:

· The Portland City Council is reviewing potential renovations for new uses for the Maine State Pier;

· With fewer people taking out papers to run for office this fall there will be several uncontested races in the City;

· Franklin Arterial ideas are ready for a public meeting,

· The PPH editors comment on the recent FEMA flood map flap; and

· For the latest check out Chris O’Neil’s Inside City Hall. Chris serves as a consultant to the Portland Community Chamber, working closely with members and staff to represent the Chamber before Portland City officials. Up to $5,500 toward your first home!

Maine State Housing's Gift of Green
If you haven’t owned your own home in the past 3 years, you may qualify for MaineHousing’s Gift of Green:
Up to $5,000 (not to exceed 4% of the mortgage amount) to help with the cash needed for closing, such as any required down payment, closing costs, and prepaids.

A coupon worth up to $500 for a 2-part home energy audit. The Gift of Green really is a gift - it will not be added to the loan amount and it never has to be paid back. Because the Gift of Green promotion is part of MaineHousing’s mortgage program, you also may be able to use the Purchase Plus Improvement Option to fund home energy improvements as part of your mortgage. MaineHousing mortgages even come with payment protection for unemployment.

Total financial incentives of up to $15,000
Add the Gift of Green grant of up to $5,500 to the federal First-Time Homebuyer Tax Credit worth up to $8,000. This, in turn, lets you invest in home energy-efficiency improvements that may qualify for additional federal tax credits worth up to $1,500. The combination of financial incentives through the Gift of Green and federal tax credits could add up to $15,000 and a once in a lifetime opportunity.

NEW CARBON MONOXIDE & SMOKE DETECTOR LAWS

QUESTIONS & ANSWERS ON THE NEW CARBON MONOXIDE & SMOKE DETECTOR LAWS:

Q1: What are the requirements of Maine's Smoke and Carbon Monoxide Detector Law in the purchase of a home? As of November 1, 2009, Maine law requires that the Purchaser of a single-family dwelling or a multi-apartment building must certify in a signed and dated document at closing that the dwelling or apartment building is provided with smoke and carbon monoxide detectors in accordance with the law.

Q2: Smoke Detectors: What kind and how many? Smoke detectors may be photoelectric, ionization, or a combination of both, except if they are within 20 feet of a kitchen or bathroom with a tub or shower, in which case they must be photoelectric type detectors. They may be powered by electrical service (hard-wired), by battery, or by a combination of both. They must be installed in each area within or giving access to a bedroom. After 10/31/09, all smoke detectors installed in a new single-family or a multi-family building must be powered by electric service and have battery back-up.

Q3: What about Rental Property? Landlords must provide smoke detectors in working condition at each occupancy. If there is a problem with a detector, the tenant must notify the landlord in writing, and the landlord must replace the faulty detector. The landlord may not be considered negligent if the tenant fails to provide notice of a faulty detector. Tenants must keep detectors in working condition by replacing batteries and by testing the detectors, and they must refrain from disabling any smoke detectors.

Q4: Carbon Monoxide Detectors: What kind and how many? Carbon monoxide detectors must be powered by the electrical service in the building. They do not have to be hard-wired, but may be the plug-in variety (which plugs into any wall outlet). They must have battery back-up. They must be placed in each area within, or giving access to, bedrooms. They are required in each apartment of a multi-family building, in any addition or restoration of a home that adds at least one bedroom, and in any conversion of a building to a single- family dwelling. Existing single family owner-occupied homes are required to have carbon monoxide detectors upon transfer of title to a new owner.

Q5: What about Rental Property? Basically the same requirements for the landlord and the tenant as noted above in the section on smoke detectors.

Q6: What about new construction? All new single-family dwellings must be equipped with at least one carbon monoxide detector in each area within or giving access to any bedroom in the dwelling. They must be powered by the electrical service in the building, and have battery back-up.

Home Foreclosures in Maine Will Continue to Escalate, Analyst Says

Home sales may be on the rise in Maine as first-time home buyers take advantage of government stimulus programs and lower prices. But there's debate as to whether the housing market is on the rebound, or if it has yet to hit bottom.

One analysis points to the latter. The online real-estate forecaster Housing Predictor says Maine's home values will deflate by 10 to 13 percent this year as foreclosures pile up and drag down prices."Foreclosures are going to rise over the next year to two years -- at least," says Mike Colpitts, editor of Housing Predictor. "For each and every foreclosure that occurs in any community, in any real estate market, the economy, locally, is damaged by $225,000, which is the average mortgage made during the real estate boom."Colpitts says Maine's foreclosure rate is lower than the national average, but will continue to escalate, even as it stabilizes in other states. He says that's because the effects of the country's subprime mortgage crisis have taken longer to show up in Maine. "Prices came up more slowly in Maine than they did in more populated markets where there were also more creative mortgages and more loose money, if you will." But not everyone thinks the outlook for real estate in Maine is so grim.

Bob King, a senior policy analyst with the Maine State Housing Authority, says those projected declines in home values sound too severe. He thinks the economy is on the rebound, pulling up home sales, and home prices along with it. "It appears from everything that I've seen in the last month or two, the number of home sales have started to tick up, and as demand ticks up then we should see prices stabilize or reverse - start going up again." King says first-time homebuyers are filling the market, driven by incentives such as an $8,000 federal tax credit and up to $5,500 from Maine Housing.

King is less inclined that some others to believe that these government incentives are artificially boosting the housing market and that once the programs run out of the money, the market will slide again. "If the economy is picking up -- and depending on how rapidly it picks up -- the natural lift that you get from a rising economy could mean that it isn't a false bottom."

Realtor Mike Woodard says that dire predictions about home values just don't seem accurate, particularly in Bar Harbor, where he is based. Housing Predictor projects a 13 percent decline in home values in Bar Harbor -- two to three points worse than in Maine's three largest cities.Woodard says that even if you factor in the bargain-basement prices for condominums, which are in oversupply in the area, home values have not dropped to those depths. "I think that we might have seen an overall drop of maybe seven percent from last year. Certainly, houses in the mid-three's have doing very well, and people are paying $340,000 to $390,000."Woodard says that housing markets for Bar Harbor and other communities on Mount Desert Island are bumping along the bottom, though other parts of Hancock County have not bounced back by as much.

One exception, he says, is Ellsworth, which offers a prime example of a segment of the housing market that is doing very well: homes under $200,000. "I do know that in Ellsworth that there appears to be a real surge in first-time homeowners taking advantage the $8,000 credit. That's helped that market a bunch and I've made a few sales off-island to young families."

Portland-based Realtor John Hatcher, a spokesman for the Maine Association of Realtors, said that strong activity in the $200,000 market is what's driving down the median price of homes being sold in Maine.So while some people take lower prices as bad news, Hatcher does not. "Median prices are down, it's just showing we're having higher volume of sales, it's just the lower end of the market that's selling as opposed to the higher end." But that is not to say that higher-end homes aren't still moving. Hatcher says he just sold a Portland home for $1.8 million -- a record for the city.

Belly dancers from Maine Belly Dance will perform, and Okbari, (a quartet that performs Ottoman classical and Turkish contemporary art music along with works from the Armenian and Anatolian folk traditions. Okbari also presents Arabic folk and classical music as well traditional songs from Greece and the Balkans. Okbari has released five albums since they formed in 1995, and play widely throughout the Northeast - more info at http://www.okbari.org).

Okbari will provide beautiful and exotic sounds of the Middle East with their original songs and music for the night. The Mediterranean Grill will provide dinner fare, complimented by Turkish wine, Raki (a Turkish anise flavored liqueur) and other red and white wines and cocktails. Event updates from the Portland Chamber of Commerce

Around town: There are several events you may want to attend:

U.S. Senator Olympia J. Snowe (R-Maine) will Chair a small business field hearing in Portland on Wednesday, August 12, 200, at 9:00 a.m. in the City Council Chamber at the Portland City Hall. Senator Snowe will hear from a panel of expert witnesses, including Karen Mills, Administrator of the U.S. Small Business Administration, on issues affecting small business owners in today’s economy and the ways in which the Small Business Administration (SBA) can provide assistance. The meeting is open to the public, no registration required.

The Maine Heritage Policy Center is presenting a Fiscal Wake Up Tour stop on Wednesday August 19th from 12 noon to 1:30 pm at the Portland Marriott Sable Oaks. The meeting will feature Mr. David Walker, President and CEO of The Peter G. Peterson Foundation and former Comptroller General for the United States of America. The Gallery welcomes Francine back as she brings “Retreat” to life in her new series of Maine landscape paintings. Just off the coast of Deer Isle sits a lovely and privately owned island called Little Freese where Francine drew her inspiration for this show documenting and capturing the elusive moments characteristic of the quintessential Maine coast. Sidewalk Art Festival

The 44th Annual WCSH 6 Sidewalk Art Festival will be August 22, 2009.

Approximately 300 artists and 40,000 visitors attend this festival. The WCSH 6 Sidewalk Art Festival is held on Congress Street from Park Street to Monument Square, through Monument Walk to the corner of Free & Temple Streets.

Congress Street is closed to vehicular traffic, creating a 7-block, pedestrian-friendly, open-air art market and an even more peaceful, safe, and enjoyable environment. The WCSH 6 Sidewalk Art Festival is the oldest and largest one-day art show in Northern New England. The Festival is organized and administered by WCSH 6.

As in years past, there will be thousands of works for sale at every price point, including watercolors, oils, acrylics, and photography. Select from original works or prints.

The WCSH 6 Sidewalk Art Festival is a professionally judged show. Each participating artist may designate one work for consideration. Four (4) cash prizes are awarded.

Rape Aggression Defense Course Offers Real Life Defense Tools and Tactics

This September, the Portland Police Department will offer its Rape Aggression Defense (R.A.D.) Training class. R.A.D. provides women with the tools they need to both avoid dangerous situations and escape them. The course is specifically designed to help women survive situations in which their lives are in jeopardy.

This class is open to all women, ages 13 and older, in the Greater Portland area who would like to develop real life defensive tools and tactics. The Basic Self-Defense Course consists of a series of four classes and one scenario day. The class is scheduled for September 1, 3, 8, and 10, from 6:00 PM to 9:00 PM and September 12 from 8:00 AM to 12:00 Noon. All classes must be attended to complete the course. The classes will be held at the Portland Police Department, 109 Middle Street, Portland, Maine.

A donation of $25.00 for the course is suggested. All donations support the Amy St. Laurent Fund, which sponsors the R.A.D. training. To sign up for the class or receive more information about Portland R.A.D., e-mail ppdrad@portlandmaine.gov or call 874-8643.
